Recruitment Technology Platform and Centralised Careers Hub to support Workforce
Following the impact of Covid-19 on the local economy, Grassroots Consulting was commissioned by Stockport Council to deliver a centralised recruitment platform to tackle immediate labour market supply and demand challenges, drive foundational jobs growth and serve as an innovative technology platform to support the local Economic Development Plan.
Providing a targeted programme of support over a two-year period, Grassroots Consulting developed a dedicated job board, training directory and careers hub as a single-access point connecting local jobseekers, employers, training providers, schools and colleges, employment support partners and target groups. During this time, the ‘Stockport Jobs Match’ service successfully supported 500 employers and over 7,000+ jobseekers.

The Challenge: Employment Demand and Labour Shortages during Covid-19 and beyond
Due to labour market supply and demand challenges arising from the Covid Pandemic, Stockport Council required an urgent, crisis-response digital solution to support foundational jobs growth now and promote education, training and employment pathways to drive future economic recovery.
The programme needed to provide local job seekers with access to a high volume of jobs and employers with a free recruitment service; increase awareness and uptake of local skills development initiatives (including Apprenticeships, Skills Bootcamps and the Kickstart Scheme); and provide comprehensive careers advice to support targeted groups of jobseekers with identified barriers to employment.
The Solution: Supporting 7,000+ jobseekers and delivering £500K Social Value
Following the initial brief from Stockport Council, Grassroots designed and launched a digital platform within 3 working days to provide immediate support to jobseekers and employers from the outset of the Covid pandemic. Due to the early success of this initiative, we were then commissioned as a resource partner for a further two-year contract to ensure that the ‘Stockport Jobs Match’ website acted as an innovative technology platform working across multiple stakeholders and in support of the local Economic Development Plan.
The scope of the project was extended to incorporate a series of job fair events and candidate engagement campaigns to support disadvantaged jobseekers – including older workers, those with SEND needs, veterans, care leavers, previously homeless, refugees, displaced career changers and long-term unemployed – as well as local employers. During this period, we supported more than 500 businesses with a free recruitment service and no-fee job board advertising enabling them to attract local talent to boost business recovery and growth. Attracting an average of 6,500 website visitors per month, there were over 7,000 active jobseekers using the service applying to 450+ job vacancies each week.
